The first attempts at preservation and meaningful use of one of the most celebrated villa structures in the world date from the beginning of the 1960s. The first important step took place on 6th of December 1963 with the registration of Villa Tugendhat onto the state list of real estate cultural monuments. The initiator of all of the activity was the Brno architect František Kalivoda.
A proposal for the use of the Villa for cultural purposes was prepared in February 1964 and in the autumn of that same year the Brno Infrastructure Office carried out reconstruction of the insulation shell of the roof of the house.
